CapX2020 is a joint initiative of 11 transmission‐owning utilities in Minnesota, North Dakota, South Dakota and Wisconsin that recently completed a 12-year upgrade of the regional transmission system. It is the largest development of new transmission in the upper Midwest in 40 years. The 800 mile, $2 billion investment includes the following four 345‐kilovolt transmission lines and a 230-kilovolt line:


  • A 250-mile, 345 kV line between Brookings County, South Dakota and Hampton, Minnesota, including a related 345 kV line between Marshall and Granite Falls, Minnesota
  • A 240-mile, 345 kV line between Fargo, North Dakota and St. Cloud and Monticello, Minnesota
  • A 150-mile, 345 kV line between Hampton and Rochester, Minnesota continuing to La Crosse, Wisconsin
  • A 70-mile, 345 kV line between Big Stone City and Brookings, South Dakota
  • A 70-mile, 230 kV line between Bemidji and Grand Rapids in north central Minnesota

CapX2020 was formed in 2004 to upgrade and expand the electric transmission grid to ensure continued reliable and affordable service. The 11 CapX2020 utility partners include the following cooperatives, investor-owned, and municipal utilities:
